Affordable Housing & Real Estate
We provide a variety of services for more than 80 clients that provide affordable housing, including those financed with HUD, US Rural Development, New York State funding, bonds, and tax credits, just to name a few. We provide traditional services such as audits of financial statements and annual tax return filings for federal and state. We regularly perform owner and contractor cost certifications required by state and federal agencies including DHCR, HUD and US Rural Development. We also perform agreed upon procedure engagements for 10% carryover and bonding certifications.
Audits, Reviews, and Compilation

Financial Statement Audits
Audits offer the highest level of assurance to third parties and include in-depth examination and confirmation of account balances, inventories, and selected transactions.
Compliance audits are required when you spend more than $750,000 in federal awards during your calendar or fiscal year, and also when certain funders or regulators require Governmental Auditing Standards. We are members of the AICPA’s Governmental Audit Quality Assurance Center and regularly perform compliance audits.
Consolidated Fiscal Report Audits
We have prepared audits of Consolidated Fiscal Reports (CFRs) for many years and have a team dedicated to these unique audit engagements.
Agreed-upon Procedure Engagements
These special audits are generally required by funders or regulators. Procedures are based on requirements that are imposed on funding your organization receives. We provide a wide variety of agreed-upon procedures engagements.
Reviews provide limited assurance to outside interests and involve obtaining information about your organization and its environment, as well as information about how your financial reports are prepared.
Compilations are usually requested for internal purposes and are based upon information provided by a company’s management. They do not offer assurance, but may involve some adjustment to accounting records.
Charter and Private School Audits
We serve several Charter and private schools as independent auditors. We also prepare annual filings and consult with and provide training for school staff and board members.
We have been involved with Charter schools since their inception, and participated in training at SUNY Buffalo and the Center for Governmental Research prior to approval of any New York State Charters. We have assisted several prospective schools with their budgets. We are also a contributing reviewer of the New York State Education Department on changes to the Charter School Audit Guide. In December 2015, we were one of four presenters for the New York State Education Department Charter School Fiscal Oversite webinar that was broadcast live across the state.
Charter schools require compliance audits in accordance with Governmental Auditing Standards. We are longtime members of the Governmental Audit Quality Assurance Center, and our training and peer reviews include our compliance audit procedures.
Compliance & Internal Audits
In addition to our traditional audit services, we provide compliance audits for special requirements of Governmental Auditing Standards, Consolidated Fiscal Reports, HUD, and other federal and state agencies. We also perform a variety of internal audit services ranging from assistance to your staff in developing internal audit programs to comprehensive internal audit services, including assessment and testing of your controls, policies, and documentation.
Retirement Plan Audits
We have been performing audits of qualified plans for decades. We are members of the AICPA Employee Benefit Plan Audit Quality Center. We go beyond just delivering an audit. We focus on issues that could potentially disqualify the plan and notify you immediately if anything comes to our attention.
We know that the laws and compliance issues surrounding the management and administration of employee benefit plans are complex and constantly changing. We also know that benefit plans are essential to attracting and retaining key employees. We have developed resources to assure high quality, compliant benefit plan audits.
